His career in the Madras Revenue, Survey and Settlement Department is recorded in the Madras Almanacs from 1862 to 1887. Where he advanced from Examiner to Acting Manager, as recorded above, it is likely that he retired in 1887 as there is no record of him in the Almanac after that date.

The (British) Government of India in all its manifestations and public projects were paid for by taxes levied in the Indian Civil Service districts in the Presidencies. The District Officers, with the help of and through the Revenue, Survey and Settlement Department, were responsible for assessing the rateable value of land, fixing the boundaries, settling disputes and collecting the revenue.

In 1881 he is recorded as being one of two preachers for the Methodist Episcopal Church. The entry in the Madras Almanac 1882 reads:
Madras Episcopal Church. Madras District. Vepery. Rev. Isaac F Row (Pastor). JL O'Hara and LA Bowden : Local Preachers. Services at Methodist Church, Vepery, Sabbath 8am and 6-30pm, Sunday School 7am, Preaching Wednesday 6-30pm.

Madras Total Abstinence League

Between 1882 and 1891 he was on the Executive Committee of the Madras Total Abstinence League. Since the League was established in 1882, it is safe to assume he was involved in its establishment. (Source Madras Almanac 1883-92).
